REPORTING MISCONDUCT

Professionalism and integrity are key assets justifying horizont3000’s credibility. We fully trust in our employees‘ and contractual partners‘ compliance with laws and good conduct. Nevertheless, careless behavior, harmful attitudes and unlawful acts may occasionally occur, be observed or suspected. As we want to prevent serious violations of ethical or legal regulations from happening, we have great interest cases being reported to investigate any misconduct as complaint (breach of codes of conduct) or whistleblowing (suspected corruption).

WHAT can be reported?

The topics to be reported are violations of good conduct, harmful attitudes and unethical and unlawful acts in the environment of projects and deployments of horizont3000. Other misconduct or grievances (such as work-related complaints, violations of general rules of conduct as defined in the Code of Conduct) should be reported to supervisors, superiors or the responsible persons/departments at h3.

Safeguarding

Safeguarding is about keeping persons safe from and addressing harm that has been caused by the organisation’s staff and/or associated personnel misusing their power. It is a compilation of policies, procedures as well as practises to prevent and protect children, vulnerable adults and staff from harm, resulting from coming into contact with projects, programmes or persons of an organization.

  • Acts against sexual integrity and self-determination (eg. sexual abuse, sexual exploitation, sexual harassment)
  • all other forms of violence and abuse,
  • all forms of neglect and bullying
  • breach of the safeguarding policy and of the code of conduct

Anti-corruption

According to the definition of Transparency International, "Corruption is the abuse of entrusted power for private gain or advantage."

  • Fraud, embezzlement, bribery, kick-back-payments
  • Conflict of interest, Nepotism, improper acceptance of gifts
  • Blackmail and coercion

The Anti-corruption work of horizont3000 aims additionally to combat money laundering and terrorism financing. All legal violations under the Austrian Whistleblower Protection Act (HSchG) can also be reported to the (Austrian) Federal Office for the Prevention and Combating of Corruption (https://www.bak.gv.at).

HOW can be reported?

This complaint and whistleblower portal serves as an input channel for reports of violations in the context of the cooperation with horizont3000. For suspected cases no evidence needs to be provided, but information must be given in good faith. Reporting knowingly false accusations and information is prohibited and may be sanctioned.

Non-anonymous reporting

Anonymous reporting
The tool for an anonymous whistleblowing system is under construction and will be available by mid-May 2024 at the latest. Until then, only the non-anonymous reporting is possible. Please send a message to the email above.

All reports will be carefully and confidentially reviewed and forwarded to the officer in charge. They protect the identity of rapporteur within the scope of legal possibilities. Information is only provided if there is a legal obligation to do so in accordance with relevant national laws, EU regulations and/or the Austrian Whistleblower Protection Act (information of an administrative authority, a court or the public prosecutor's office in the context of administrative or judicial proceedings or a state investigation).
