This advisory deployment strengthens monitoring, evaluation and learning within Action for Development (ACFODE), a women’s rights organisation. It supports a new organisational strategy for 2024–2028 across policy advocacy and research, leadership development, socio-cultural change, economic empowerment, and institutional strengthening. Operating across multiple districts, including refugee settlements and conservation areas, ACFODE works with development partners, like-minded organisations and government actors to advance gender equality and women’s and girls’ rights in a shifting context marked by economic pressure, rising gender-based violence, climate shocks and displacement. The Advisor focuses on practical capacity building for staff, partners and community actors. The assignment facilitates training on contemporary M&E approaches and tools, including advanced Excel for data management, and convenes learning events that improve shared understanding of evidence, accountability and adaptive programming. It develops and refines an organisation-wide M&E plan and framework, improves and operationalises existing monitoring guidance, and creates data collection tools aligned to the strategic pillars, accompanied by staff orientation for consistent application. To strengthen organisational coherence and usability, the Advisor supports the development of a Theory of Change and produces a compendium of indicators for the strategic plan. The deployment designs and supports an IT-based M&E system to improve information flow and analysis, and it packages existing data into user-friendly products for different stakeholders. By strengthening systems and staff skills, the advisory improves ACFODE’s ability to demonstrate results, learn from implementation and scale effective approaches that promote gender equality.
