As horizont3000, we are committed to empowering our partners in East Africa—including Uganda, Kenya, and Tanzania—to harness AI’s potential for good. Through capacity building and collaboration, we aim to create inclusive, ethical AI policies that positively impact the communities we serve.

The Role of AI in Civil Society

AI technology, particularly generative AI models, enables CSOs to amplify their advocacy efforts, streamline processes, and better serve communities. Tools like ChatGPT allow users to draft policy documents, analyze data, and generate actionable insights. However, ethical considerations and the need for capacity building remain critical to ensuring AI’s sustainable use.

Understanding Policy Dialogue

Policy dialogue fosters collaboration between governments, intermediaries, and communities, emphasizing sustainability, transparency, and accountability. By engaging in the four cycles of policy-making—agenda setting, policy formulation, implementation, and review—CSOs can influence decision-making and advocate effectively for their constituencies.

  1. Agenda Setting: AI tools help identify pressing issues, analyze trends, and provide evidence-based recommendations to guide advocacy efforts.
  2. Policy Formulation: AI supports data analysis, scenario modeling, and drafting comprehensive policy documents tailored to local contexts.
  3. Policy Implementation: AI enhances communication, automates tasks, and supports enforcement mechanisms, though bias and oversight remain challenges.
  4. Policy Review: AI-powered platforms streamline monitoring and evaluation, improving accountability and enabling data-driven improvements.

Risks and Ethical Concerns

AI poses risks such as job displacement, surveillance misuse, misinformation, and gender inequality. Addressing these challenges requires ethical governance, transparency, and robust regulations to ensure AI serves as a force for good.
